Can't Use Google Talk After Reset

After a factory reset of my 8330 two weeks ago my Google Talk stopped working.  The application was successfully reinstalled but the GTalk service book is now missing and I can't figure out how to reload it.  I have removed the battery, reset the HRT, and created a new encryption key, all with nil effect.  My BES administrator says there's nothing more he can do.  Any help would be greatly appreciated.
