It was announced today at a Verizon press event in new york.

It is a non-exclusive deal multi-year deal. Meaning that theoretically Cell South could arrange a similar deal. The biggest hurdle was getting Apple to develop a CDMA iPhone. Now that thats done its just a mater of getting a deal set up and letting Cell South test it for a year.
